Ward Committee / Grama Sabha
Grama Sabha
The Grama Sabha is one of the most important institutions at the grassroots level of the Indian democratic system. It also serves as a platform for ensuring the direct participation of people in the functioning of local self-government institutions such as Grama Panchayats. The Grama Sabha of each ward consists of all the voters residing in that ward.
Importance of the Grama Sabha
- Direct Democracy:
Since a significant proportion of the population lives in rural areas, the Grama Sabha provides an opportunity for people to directly express their views on local issues and participate in decision-making. - Guidance to Panchayat Administration:
The Grama Sabha has an important role in discussing and approving development programmes, welfare schemes, and new proposals to be implemented by the Grama Panchayat. Its decisions and recommendations serve as important guidance to the Panchayat Committee. - Transparency and Accountability:
The progress of projects implemented by the Panchayat, income and expenditure statements, and details relating to the asset register are presented and discussed in the Grama Sabha. This helps ensure transparency in Panchayat administration and accountability to the people. - Planning and Implementation of Development Projects:
The Grama Sabha can identify the major issues affecting the ward, prioritise them, and facilitate the formulation of development projects. It also plays an important role in the selection of beneficiaries for individual welfare benefits. - Social Audit:
Social audits can be conducted through the Grama Sabha to assess the effectiveness and outcomes of projects implemented in the ward.
Functioning of the Grama Sabha
- Meetings: At least four Grama Sabha meetings should be convened in a financial year.
- Chairperson: The elected Ward Member / Councillor of the respective ward presides over the Grama Sabha meetings.
- Sub-Committees: The Grama Sabha has the authority to select necessary sub-committees for coordinating development activities and implementing welfare programmes.
Effective utilisation of the Grama Sabha can help address the needs of people at the grassroots level and facilitate better local development with their active participation. It serves as a foundation for decentralised planning and democratic empowerment.
