Panchayath Education Committe

Panchayat Education Committee (PEC)

The Panchayat Education Committee (PEC) is an important people-oriented committee functioning in Grama Panchayats in Kerala with the objective of improving the quality of education and the physical infrastructure of schools.

As part of the People’s Planning Movement in Kerala, these committees assumed more significant responsibilities following the transfer of the administration of schools to Local Self-Government Institutions.

The structure and major responsibilities of the Committee are given below:

1. Structure of the Committee

The PEC is constituted at the Panchayat level with broad participation:

  • Chairperson: Grama Panchayat President.
  • Vice Chairperson: Chairperson of the Health & Education Standing Committee.
  • Convenor: The Headmaster/Principal of a Government/Aided school within the jurisdiction of the Panchayat. (Generally, the Panchayat governing body designates the Convenor.)
  • Members:
    • Chairpersons of the other Standing Committees.
    • Headmasters (HMs) of all schools within the Panchayat.
    • Presidents of School Parent-Teacher Associations (PTAs).
    • Education experts and representatives of teachers' organisations.
    • Assistant Educational Officer (AEO) or his/her representative.

2. Key Responsibilities

  • Planning of Educational Programmes: Prepare annual Education Plans for the comprehensive development of the education sector within the Panchayat.
  • Improvement of Physical Infrastructure: Ensure the availability and improvement of facilities such as school buildings, drinking water, sanitation facilities, playgrounds, computer laboratories, etc., and provide necessary financial support.
  • Improvement of Academic Standards: Formulate special programmes such as coaching classes, career guidance, Praveshanotsavam (School Entrance Festival), and remedial programmes for improving the learning outcomes of children and addressing learning gaps.
  • Mid-Day Meal Scheme: Monitor the quality and proper distribution of mid-day meals provided in schools.
  • Prevention of Dropouts: Undertake community-based interventions to prevent children from discontinuing their education before completing their studies.

3. Relationship with School-Level Committees

The Panchayat-level Education Committee coordinates the activities of Parent-Teacher Associations (PTAs) and School Management Committees (SMCs) functioning in individual schools.

Major requirements that cannot be addressed at the school level, such as construction of new buildings and requirements involving substantial financial resources, are considered for inclusion in Panchayat development plans through the Committee.
