Assets of Panchayath
All types of properties owned by or under the control of Local Self-Government Institutions (LSGIs) are generally referred to as “Assets.”
In simple terms, these are the properties and facilities owned by a Panchayat or Municipality and maintained by it for the benefit of the public. These assets can be broadly classified as follows:
1. Physical Assets
These are tangible assets that can be seen and physically accessed:
- Buildings: Office buildings, schools, hospitals (PHCs), Anganwadis, markets, community halls, etc.
- Land: Puramboke lands under the possession of the Local Self-Government Institution, parks, playgrounds, cremation/burial grounds, etc.
- Roads: Panchayat/Municipality roads, bridges, culverts, etc.
- Machinery and Equipment: Vehicles such as waste collection vehicles, tractors, street lights, computers, etc.
2. Water Assets
- Public wells, ponds, tanks, irrigation canals, drinking water supply schemes, etc.
3. Financial Assets
- Bank deposits, savings, shares, etc.
- Outstanding amounts receivable through taxes, fees, and other sources.
4. Importance of Assets
- Revenue Generation: Local Self-Government Institutions generate revenue by leasing markets, shopping complexes, and other properties.
- Public Services: Roads, schools, and other assets provide essential infrastructure and services to the public.
- Record Keeping: Every Local Self-Government Institution is required to properly record and maintain details of all its assets in an “Asset Register.” Proper documentation and maintenance of the Asset Register help protect public properties from encroachment, unauthorised transfer, or loss.
In brief, the immovable and movable properties and resources managed by a Local Self-Government Institution for improving the quality of life of the people in its jurisdiction constitute its assets.
