Development Perspective of Karivellur–Peralam Grama Panchayat

A development approach centred on agriculture should be adopted by the Grama Panchayat. Paddy cultivation occupies the foremost position in the agricultural sector, followed by coconut, arecanut, vegetables, fruits, rubber and cashew. The extensive paddy fields spread across 12 Padasekharams were once a defining feature and a symbol of the prosperity of the Grama Panchayat.

However, the picture emerging from the 30 years of People’s Planning in the paddy cultivation sector is not encouraging. At present, agricultural activities are being carried out in only about one-third of the area that was under cultivation before the commencement of the People’s Planning Programme. Although the paddy cultivation sector is facing numerous challenges, there is still considerable scope for revival. If productivity can be increased to the target of 6,000 kg per hectare, it would be possible to produce sufficient rice to meet the food requirements of the 20,910 permanent residents belonging to 6,343 families of the Grama Panchayat. The necessary physical infrastructure and support systems should therefore be created. This should form the long-term development perspective of the Grama Panchayat.

Short-term and long-term interventions should be implemented, including a quality seed programme, conversion of fallow land into cultivable land, formation of Haritha Sena, training in agricultural machinery, scientific and systematic soil and water conservation measures, organic manure production units, rejuvenation of irrigation channels, and effective interventions to prevent the intrusion of saline water into the Kuniyan River. Bringing Karivellur Brand Kutthari rice to the market should not remain merely a dream; it should become a reality.

Vegetable and Tuber Cultivation

In the areas of vegetable and tuber crop cultivation, the primary objective should be to increase productivity and achieve self-sufficiency. Kitchen gardens at household level, high-yielding varieties of seeds, terrace vegetable cultivation, greenhouses, small-scale nurseries, weekly markets and local marketing centres should be introduced as short-term interventions.

Coconut Development

The productivity of coconut cultivation is currently very low. The Panchayat has not yet been able to reach the productivity levels achieved in neighbouring states such as Tamil Nadu and Karnataka, which entered the sector later. Major challenges include diseases affecting coconut palms, shortages and rising costs of organic and chemical fertilizers, and inadequate availability of hybrid seedlings.

The development objective in this sector should be to increase coconut productivity and promote value-added coconut products.

Welfare of Senior Citizens, Children and Youth

The Grama Panchayat should formulate a comprehensive Senior Citizens’ Policy. Priority should be given to programmes that focus on the happiness, dignity and well-being of senior citizens.

The artistic and sporting abilities of children and young people should be encouraged. As part of efforts to improve reading habits, a programme such as “Children’s Reading Initiative” would be a valuable undertaking. The Panchayat should adopt an approach that promotes the creativity and talents of children and youth.

The anti-drug campaign should be strengthened, with full cooperation extended to the vigilance and enforcement mechanisms. The goal should be to develop a drug-free Grama Panchayat.

Women’s Empowerment

People’s Planning has played a significant role in improving the status of women. Equal importance in representation and leadership has contributed significantly to women’s empowerment and economic empowerment. The evidence of gender inequality and oppression is relatively limited within the Grama Panchayat. Records also indicate that a large majority of teachers and office employees are women.

Women’s economic empowerment has played an important role in challenging traditional male dominance. The Kudumbashree programme has also contributed significantly to this process. Kudumbashree should be further strengthened to consolidate and expand women’s empowerment.

Health Sector

Model activities are already being carried out in the health sector. Nevertheless, infectious diseases can emerge at any time, and adequate preparedness should be ensured. Greater emphasis should be placed on preventive healthcare and disease prevention, along with appropriate treatment services.

Education

The two educational institutions transferred to the Grama Panchayat are maintaining good standards. All classrooms at Kozhummal Government LP School are equipped with high-tech facilities. Kookkanam Government UP School has also demonstrated excellence in both physical infrastructure and academic standards.

The vision for the education sector should be to equip children to enter the modern knowledge era and develop appropriate employment and vocational skills. Children should be encouraged to develop compassion, social responsibility and civic consciousness. Teachers and parents should adopt approaches towards children that are appropriate to the changing times. Traditional methods of punishment and rote-based learning practices have become outdated.

Water Management and Conservation

The Grama Panchayat receives approximately 28.68 million m³ of water annually, while the annual utilisation is only 11.14 million m³, leaving a surplus of approximately 17.54 million m³. Despite this, some wards experience drinking-water shortages and drought-like conditions during summer.

This points to deficiencies in water conservation and management. Water management should therefore be treated as a priority issue and addressed through short-term interventions. Soil and water are the foundation stones of sustainable development, and comprehensive programmes should be implemented for their protection and conservation.

Pre-Primary Education and Anganwadis

Pre-primary education should be child-friendly. All Anganwadis should be upgraded with modern facilities and provided with clean, attractive and child-friendly surroundings.

Scheduled Caste Development and Road Infrastructure

The existing problems faced by the Scheduled Caste communities should be identified and appropriate solutions should be implemented. The remaining roads within the Grama Panchayat should also be improved and made fully suitable for transportation.

Disaster Management and Climate Resilience

The Grama Panchayat is a relatively low-risk area in terms of natural disasters. There was a minor flood in the Kuniyan area in 2019. However, the major concern is the increasing intrusion of saline water into the Kuniyan River at several locations. A permanent solution should be found for this issue.

A suitable location should be scientifically identified and a regulator-cum-bridge should be constructed at the earliest. In addition, a disaster management force should be constituted at the block level, with participation from all seven Grama Panchayats within the block, and trained as a volunteer-based response mechanism.

A Disaster Management Fund may also be established in the name of the Grama Panchayat President. This can be taken up as a short-term programme.

The Grama Panchayat should aim to minimise its carbon footprint and achieve carbon neutrality within two years through appropriate environmental and climate-resilient interventions.

Cultural and Environmental Heritage

Karivellur is widely associated with the traditional Theyyam art form. A Theyyam Museum and a History Museum should be established in Karivellur. Such institutions would also be valuable resources for research scholars.

Similarly, efforts should be made by the new administration to declare the Grama Panchayat, known for its sacred groves (Kavus), as an Environmental Heritage Village. The sacred groves and mangrove ecosystems must be protected from destruction and degradation. Comprehensive conservation measures should ensure that these valuable ecological and cultural heritage sites are preserved for future generations.
